Abstract：
This article advances the thought of the defining of the design life,and the quake action design condition is gave in the text.Doctrine of the seismic measures and details of seismic design determination is cleared，the method to determine the wind and vertical load is explained also.to the important project or the owner demanding，performance based design will be adopted.
